Character Level
Level 1-44: all buffs up to level 50 will land; this includes Temperance and Clarity.
Level 45:    all buffs up to level 60 will land (including Aegolism and Clarity 2).
Level 46:    all single target buffs up to level 65 will land.
Level 47:    all group buffs up to level 65 will land.
Level 61:    all buffs up to level 95 will land.
Level 65:    all buffs will land, of any level.

Group AAs (Group Perfected Levitation, Spirit of Eagle) will land at any level.
